National Academy for Public Administration under the President of Ukraine
Mission of the Higher School of Public Administration - To prepare high-level professional civil servants, from students recruited from among the country's best and brightest graduates and young civil servants, for elite performance in the ministries and agencies of Ukrainian government - nationally, locally and internationally.


Training in the HSPA occurs in the following specializations:

A number of academic disciplines in the HSPA are taught in English. Particular emphasis is placed on the study of practical and real-life policy and administrative scenarios, cases and problems.
Each student in the Higher School is required to complete a three-month internship in the various branches of Ukrainian government. Plans are being made to establish mandatory international internships as well.
The internship takes place in the highest instances of Ukrainian government, such as the Presidential Administration, the Cabinet Secretariat, and the Verkhovna Rada. Internships make also be taken up in the upper echelons of European government, as well as in foreign academic-research institutes, including the National School of Public Administration (Poland); the Berlin School of Law and Economics (Germany); and l'?cole nationale d'administration (France). Leading students in the Higher School may also undergo training in France, Germany, Poland or Switzerland.
